Some countries set a fixed storage period in years, others tie it to your age, and a few have no clear answer at all. Freezing your eggs is also not the same as using them later, because your age, your relationship status and your sexual orientation can decide what is allowed at the second step. Almost everywhere you pay for social freezing yourself. Before you choose a country, check how long your eggs can be stored, until what age you can use them, and whether the country allows you to be treated as a single woman or in a same-sex relationship.

Recently a woman asked my chatbot whether she can do social freezing in Poland. I have never sent a client to Poland for this, but I remembered the rules there as strict. That made me look closer, and I realised how much the laws differ from one country to the next.

Social freezing means freezing your eggs for non-medical reasons, for example because you have not met the right partner yet or want to postpone motherhood. Freezing for medical reasons, for example before cancer treatment, follows different rules in many countries. And almost nowhere does a health insurance pay for the first kind.

The topic is growing. More women think about it, and it appears in the media again and again. Still, I did not find one overview that puts storage limits, age limits and the rules for using your eggs later side by side. After 20 years in fertility consulting and more than 100 clinic visits, my impression is that Europe handles social freezing like a beginner. Many laws were written before freezing eggs became common, authorities need years to change them, and in the meantime the gaps decide what is possible for you. This article shows where the rules are clear, where they are not, and what to check before you freeze.

Social Egg Freezing vs Medical Egg Freezing: Where the Law Draws the Line

Before you compare countries, you need to know which of two categories you fall into. European law treats them very differently, and most of the confusion starts here.

Egg Freezing for Non-Medical Reasons

Social egg freezing means freezing your own eggs without a medical reason, usually to postpone motherhood. This is the category that causes trouble. Many European laws were written for infertile couples and never mention a healthy woman who simply wants more time. The result is three types of countries: some allow social freezing explicitly, some allow it only because no law forbids it, and some require a medical indication, which makes it impossible for a healthy woman.

Poland is the clearest example of the third group. Egg freezing is permitted there only with a medical indication, for example after a cancer diagnosis, with very low ovarian reserve or with endometriosis. If you are healthy and want to freeze your eggs for non-medical reasons, Polish law does not allow it. Slovenia and Serbia follow the same logic. Austria did too, until the Constitutional Court declared the ban unconstitutional in October 2025. It falls on 1 April 2027, and until then Austrian women travel abroad.

This article covers only the law around it. How the procedure works is explained in my guide to social freezing and fertility preservation.

Fertility Preservation for Medical Reasons, Allowed Almost Everywhere

Fertility preservation for medical reasons covers women who face chemotherapy, radiotherapy or surgery that can damage the ovaries, and women with conditions such as endometriosis or a very low ovarian reserve. Cryopreservation of eggs in these cases is allowed in all European countries. It is also the category where public money is available. In Germany, statutory health insurance pays only for the medical case, and the UK’s NHS does not fund social freezing at all. For non-medical reasons you pay yourself almost everywhere.

The line between the two is not always sharp. In Turkey, clinics advertise social freezing, but the regulation lists only medical grounds, including a diminished ovarian reserve confirmed by a board of three physicians. What is sold as social freezing there is likely the medical route. So ask every clinic which category your case will be filed under, and ask in writing.

Where Social Egg Freezing Is Allowed in Europe

Europe has no common rule for social freezing. Nothing in the law says “yes”. Social freezing is possible because the relevant law was written before it existed, or only covers fertilised eggs and embryos.

Germany is a good example. The Embryo Protection Act only starts at fertilisation and does not cover unfertilised egg cells at all, so no age limit, marital status rule or storage limit exists in the law. Clinics set those in their own contracts. Spain allows any woman over 18 to use assisted reproduction regardless of marital status and sexual orientation, without asking for a reason. Finland, the Netherlands and Sweden work the same way: the law is silent, so the practice is allowed. In Italy, the government itself confirmed on 26 November 2025 that the law “does not explicitly mention” egg freezing for purely non-medical purposes. Bulgaria lists egg freezing generically as an ART method without asking for a medical reason, so it appears permitted there too.

The risk of silence is that rules can appear later. Spain, for example, has a reform bill about storage of eggs in parliament that is not yet in force.

Countries Where Social Freezing Is Not Allowed

In these countries you need a medical indication.

Country

Rule

Poland

Allowed only with a medical indication, for example cancer, very low ovarian reserve or endometriosis

Slovenia

Storage is regulated only for a medically recognised risk of infertility

Serbia

Storage is regulated only with a specialist certificate of infertility risk, in practice a barrier at licensed centres

Turkey

The regulation lists only medical grounds

Lithuania

Not permitted according to the last survey, and IVF for new patients has been suspended since 10 April 2026

Austria

Banned until 1 April 2027, when the Constitutional Court ruling takes effect

In Slovenia the access to fertility treatment was opened for single women and female same-sex couples in December 2025. The law neither allows nor forbids social freezing, and we cannot tell you which side is right.

The Czech Republic is the best known case. The main ART statute defines assisted reproduction by its medical purpose and never mentions social freezing. The law also limits the later use of eggs to heterosexual couples. Whether that rule also blocks a single woman from merely freezing her eggs is unresolved. Some Prague clinics offer it anyway.

Country

What the law says

Czech Republic

Not addressed, practised by some clinics

North Cyprus

No identifiable regulation found, practised in a regulatory vacuum

Republic of Cyprus

State subsidy for non-medical freezing exists, the legal basis could not be confirmed

Croatia

Only surplus and medically indicated freezing are written down

Luxembourg

No assisted reproduction law at all, reform under discussion

Estonia, Latvia, Romania, Slovakia

No specific rule, practised in some form

Albania, Bosnia and Herzegovina, Georgia

Gaps or unclear statutes

When a country sits in this group, the safest answer is that the clinic’s own policy decides. A country can allow you to freeze your eggs and still make you destroy them before you are ready to use them. Europe has three models: a fixed number of years, a limit tied to your age, and no fixed limit at all.

Fixed Storage Limits in Years

In these countries the law gives you a number of years, counted from the day you freeze. Many of them also allow one or more extensions, but often only with a reason.

Country

Storage period

Extension

Switzerland

5 years

One more period of 5 years on request, 10 years in total

Portugal

5 years

Renewable in further 5-year periods with a justified request

Belgium

10 years

Extension without a fixed maximum for special circumstances

Croatia

5 years

Further 5 years, in medically justified cases longer

Bosnia and Herzegovina (Federation)

5 years

Further 5 years

Slovenia

Up to 10 years

Extension needs approval of the national commission, medical cases only

Serbia

5 years

None in general, indefinite for the medical route

Turkey

5 years

Only with permission of the Ministry of Health and yearly in-person consent

United Kingdom

Up to 55 years

Consent has to be renewed every 10 years

Iceland

Up to 50 years

Six months written notice before destruction

The UK changed its rule in July 2022. Before that, a flat 10-year limit applied to everyone, and only a medical reason allowed more. The new 55 years apply no matter why you froze your eggs. Switzerland is also working on its own storage rule, with a public consultation planned for the second quarter of 2027, but nothing has changed yet.

A few of these numbers apply to the medical route only. In Croatia, Slovenia and Serbia, social freezing is not allowed in the first place, so the figure matters only for women with a medical indication. Check this before you compare the tables.

Storage Limits Tied to Your Age

Denmark and Norway do not count years. They count your age. In both countries, eggs frozen without a medical reason can be stored until you turn 46.

Denmark is the more interesting case, because it changed its rule on 1 January 2024. Before that date, a flat limit of 5 years applied to eggs frozen for non-medical reasons, with no extension at all. A woman who froze at 35 would have had to use or destroy her eggs at 40. Today the same woman can keep them until 46. In Norway, social freezing has been legal since 2021, and the age-46 rule applies regardless of the reason.

The age model sounds fair, but it favours early freezing. If you freeze at 33, you can store for 13 years. If you freeze at 40, you have six.

Countries Without a Fixed Storage Limit

In this group, the law does not give any maximum, either because it never decided or because it removed the old one.

Spain has no fixed limit for eggs. Storage continues as long as a clinical suitability check is passed and you renew your consent, so it is not simply “as long as you pay”. This is a gap in the law, and a reform bill that would let the woman decide on the fate of her eggs alone passed its first vote in Congress on 21 April 2026. It is not yet in force. Greece had a 20-year limit and removed it in 2022. In Germany, Finland, Italy and the Netherlands no law sets a limit for a woman’s own eggs, and the clinic contract decides. Sweden has a 10-year limit, but it only applies to fertilised eggs, not to eggs you freeze before fertilisation. Bulgaria and Slovakia also have no statutory limit, and a five-year figure sometimes quoted in Bulgaria is clinical guidance, not law. Malta regulates oocytes separately from embryos, and no limit for oocytes could be confirmed.

No limit in the law does not mean no limit in practice. Clinics set their own terms, and they differ. Before you sign, ask what the contract says about storage, what happens if you stop paying, and who owns the decision if the clinic closes.

Age Limits for Oocyte Freezing and Using Frozen Eggs

Age matters twice in social freezing: when you are allowed to freeze, and until when you are allowed to use the eggs. In Germany, Switzerland, the UK, Finland, Italy and Iceland, no age rule for the freezing act exists in the law. Spain has no statutory ceiling either. The age of about 50 that is often quoted there is clinical consensus and public-system practice, not part of the law.

Where an age rule exists, it looks like this:

Country

Age rule

What it applies to

France

29 to 37

Window for freezing

Hungary

From age 18

Freezing, no upper limit named

Portugal

From age 18

Freezing, no upper limit found

Belgium

Retrieval up to 45, use barred over 47

Two separate steps

Malta

Retrieval effectively up to 46, treatment up to 48

Set by the regulator’s protocol, not by the Act

Denmark and Norway

Storage until 46

Storage of eggs frozen without medical reason

Bulgaria

Retrieval contraindicated from 43

General ART rule

Greece

General ART ceiling of 54

Unclear whether it governs the freezing act or only later use

Greece is a good reminder that even a clear number can have an unclear meaning. The ceiling of 54 exists, but a Greek academic review of the 2022 law pointed out that the text does not say whether it applies to freezing or only to treatment. So I do not state a firm age limit for freezing there.

The second step has its own age rules. Iceland, for example, asks for a “normal reproductive age” when you want to use the eggs, without defining the number. If you plan to use your eggs in a different country than where you froze them, the age rule that counts is the one of the country where you get treated.

Average Age at Freezing and Why the Rules Rarely Match It

Women freeze later than most people think. In a study from one large European centre, presented at the ESHRE congress in 2018, the mean age at freezing was 36.5 years, among 563 women who froze their eggs between 2009 and 2017. Of those, only 12.8% had come back to the clinic for treatment, and fewer than 8% had actually thawed their eggs.

Source: ESHRE 2018 press release, Devos et al.

Put that average next to the rules above. France ends its window at 37, so a woman at the average age sits almost at the border. A woman who freezes at 36 in Switzerland has to use her eggs by 46, and the same woman in Denmark or Norway has until 46 as well. Most laws were not written with this typical woman in mind. They were written for either medical cases or for an idea of social freezing in the late twenties.

The medical side matters here too. The younger you freeze, the better your eggs, and the law does not tell you that. A country can allow freezing at 42 and still offer you little chance of a baby from it. I would rather tell you that plainly than let a clinic’s website do it for me.

More on the chances and limits of freezing you can read in my guide to social freezing.

“The younger your eggs, the better. The law that lets you freeze your eggs is often not the law that decides whether you can use them. In many countries these are two separate rules, and the second one is stricter. Most women only find this out years later, when they come back for treatment.

Single Women: Freezing Allowed, Treatment Not Always

A single woman can freeze her eggs in several countries where she cannot be treated with them later. Switzerland is the best-known case. Freezing is allowed without a medical reason, but the Reproductive Medicine Act restricts the later use of the eggs, meaning the actual IVF and embryo transfer, to couples. A single woman can store her eggs in Switzerland, but cannot currently use them there while she stays single.

Italy works the same way. The law allows general cryopreservation of gametes, but treatment is limited to heterosexual couples. A single woman can very likely freeze her eggs, and the Italian government confirmed in November 2025 that the law is silent on the point. She could not use them in Italy afterwards. Turkey requires marriage for treatment, while the rule for storage does not mention it. The Czech Republic limits the later use of gametes to a heterosexual couple, and whether this also blocks a single woman from merely freezing is unresolved.

Country

Freezing as a single woman

Using the eggs later as a single woman

Switzerland

Allowed

Not allowed, treatment is limited to couples

Italy

Very likely allowed

Not allowed, treatment is limited to heterosexual couples

Turkey

Likely possible on a medical ground

Not allowed, marriage is required

Poland

Not allowed without a medical indication

Not allowed, treatment is limited to heterosexual couples

Czech Republic

Unresolved

The law limits use to a heterosexual couple

Spain

Allowed

Allowed, any woman over 18 regardless of marital status and sexual orientation

Portugal

Allowed

Allowed, open to all women

Finland

Likely allowed

Allowed since 1 April 2019

Iceland

Allowed

Allowed, partner consent is needed only if you are married or in a registered partnership

Slovenia

Not allowed without a medical indication

Allowed since 18 December 2025, also for female same-sex couples

Slovenia shows how separate the two questions are. In December 2025 it opened treatment to single women and female same-sex couples, but the rule for freezing did not change.

The same split applies to sexual orientation. A country that restricts treatment to heterosexual couples closes the second step for same-sex couples and for single women alike, even if the first step stays open.

Why Many Women Travel Abroad for the Second Step

If you freeze your eggs in a country where you cannot use them, you have two options. You stay single and travel, or you wait for the law to change. Italy is the clearest example. Many Italian women who freeze at home go abroad, often to Spain, for the treatment itself.

That is why you should check the rules of two countries, not one. The country where you freeze, and the country where you want to be treated. Their age limits, their storage rules and their access rules can all be different. A woman can freeze her eggs under a generous rule in one country and find out that the other country limits treatment to married couples, or ends it at an age she has not reached yet.

Poland shows what happens when both steps are closed. A healthy woman cannot freeze her eggs there for non-medical reasons, and treatment is limited to couples, so a single woman has no route inside the country at all. This is the answer to the question that started this article.

Before you decide, put two questions to a clinic. Where do you plan to use the eggs later? And does the clinic there accept eggs that were frozen somewhere else? I do not have a general rule for that, and every clinic answers it differently.

Why European Rules Are Slow and Full of Gaps

If you read the laws country by country, a pattern shows up quickly. Most rules were not written for social freezing. They were written for something else, and social freezing fell into the gap. When a country finally reacts, it usually takes years.

Laws Written Before Freezing of Eggs Became Common

Many European fertility laws date from a time when assisted reproduction meant treating infertile couples. Healthy women who freeze their eggs to gain time were not part of the picture.

Estonia’s law dates from 1997, and a medical journal there states plainly that there is no statutory regulation of cell freezing. In Slovakia, the only eligibility rule is a measure from the Czechoslovak era in 1983 that requires spouses to apply together, and a report states that egg freezing “is not mentioned in the statute but is practised”. Albania’s law on reproductive health from 2002 gives only a bare right to preserve sexual cells, and the ministerial act that should fill it in could not be found. Italy’s law is from 2004 and Spain’s from 2006. Finland’s Act on Assisted Fertility Treatments is also from 2006, and its storage rule is framed around the treatment of your own infertility. In Germany, the Embryo Protection Act covers eggs only from the moment of fertilisation, so an unfertilised egg is outside it.

Some countries have no law at all. Luxembourg never drafted a law on assisted reproduction, even though one was planned in the 2018 coalition programme. Its national ethics commission discussed social freezing only in July 2026, as an open policy question. In Romania, egg freezing sits inside a general law on transplants, which sets no specific conditions.

Then there are the countries that wrote a rule for something else and left social freezing out. Sweden’s Genetic Integrity Act regulates fertilised eggs and embryos in detail, with a 10-year storage limit, but it does not address an unfertilised egg that a woman freezes for herself. Czech law defines assisted reproduction by its medical purpose and never mentions elective freezing.

The effect is that your rights depend on what a law happened to say about a different question. Each country has its own gap, and clinics fill it with their own contract.

Rule Changes That Took Years: UK, Denmark, Hungary and Austria

When a country does change its rules, the change usually comes slowly. Here are the clearest examples.

Country

Before

After

When

United Kingdom

Flat 10-year storage limit for everyone, longer only with a medical reason

Up to 55 years, consent renewed every 10 years

In force 1 July 2022

Denmark

Flat 5-year limit for eggs frozen without medical reason, no extension

Storage until the woman turns 46

In force 1 January 2024

Greece

20-year storage limit

No statutory maximum, social reasons named in the law

Law of 21 July 2022

Hungary

Not permitted according to the 2018 data

Allowed from age 18

Decree of 17 July 2025

Austria

Banned, only allowed if illness threatens fertility

Ban falls, new framework expected

1 April 2027

Austria shows the pace best. The ban was already part of the 2018 survey. The Constitutional Court declared it unconstitutional in October 2025, and the ban falls on 1 April 2027. The details of the new rules are not known yet, and until then Austrian women travel abroad.

Slovenia followed a similar path. The Constitutional Court ruled in October 2024 that access to treatment had to be opened for single women and female same-sex couples. The amendment passed in June 2025 and came into force in December 2025. The rule on freezing itself was not touched.

More changes are waiting. Spain has a reform bill on the storage of eggs that passed its first vote in Congress on 21 April 2026 and is in committee. Switzerland plans a public consultation on its reproductive medicine law in the second quarter of 2027. Italy has no national rule, but Puglia and Tuscany now fund social freezing for residents, Puglia since December 2024 and Tuscany since September 2026. In Poland, legislative changes are under discussion.

What this means for you: the rules in this article are a snapshot, and some of them will be different in two years. If you plan to freeze your eggs and keep them for ten years, check the date of the rule you rely on and ask the clinic whether a reform is pending in that country.

“The laws for social freezing differ extremely from one country to the next, and Europe is still a beginner on this topic. The short version: if you freeze your eggs for non-medical reasons, you pay yourself, in almost every European country. I leave out prices here on purpose, because they change fast and differ from clinic to clinic. What the law decides is who pays, and that is clearer than most other rules in this article.

Social Freezing Is Self-Paid Almost Everywhere

In country after country, the public system or the health insurance explicitly excludes freezing for non-medical reasons.

Switzerland’s mandatory health insurance excludes elective freezing, as the Federal Office of Public Health states in its fact sheet of January 2025. In Germany, statutory insurance pays for cryopreservation only in medical cases, and the federal government confirmed in a parliamentary answer that social freezing is not covered. Spain’s catalogue of public services excludes freezing done “purely at the patient’s own request for deferred use”. Greece’s public insurance covers cryopreservation only for cancer patients. The UK’s NHS does not fund social freezing, according to the HFEA. In Denmark, social freezing is not offered in the public health system at all, so you go to a private clinic.

The same applies in Norway, Hungary, Finland, Iceland, Belgium, the Netherlands, Bulgaria, Slovakia and Romania. In Romania, the national IVF programme has excluded cryopreservation since 2017, whatever the reason. In Sweden, only regional programmes exist, and they fund medically indicated preservation. Portugal is reported by the press to follow the same rule, but I could not confirm it against an official administrative source, so treat it with care.

The law usually says nothing about storage fees. In Germany and the Netherlands, for example, storage terms are set by the clinic’s contract, not by a statute. The same clinic that charges you for the freezing also decides what you pay each year for storage, and what happens if you stop paying. Read that part of the contract before you sign.

Public Funding Only for Medical Reasons

For medical reasons, the picture is different. Public money is available in many countries, but with conditions.

Country

Public funding for medical freezing

Social freezing

Germany

Covered, for women up to age 40

Not covered

Belgium

Covered for a closed list of conditions since 1 June 2023, with a flat fee that includes 10 years of storage

Not reimbursed

Netherlands

Basic insurance covers it since 2012

Self-paid

Iceland

Covered for medical indication, for example before chemotherapy

Explicitly outside the funded list

Greece

Covered for cancer patients

Not covered

Estonia

Covered since July 2019, decided case by case

Self-paid

Latvia

Covered for oncology patients before chemotherapy or radiotherapy

Self-paid

United Kingdom

Likely, but varies by region

Not funded

There are exceptions, and they are worth knowing. The Republic of Cyprus runs a state subsidy that explicitly covers non-medical reasons such as career or study abroad. The legal basis behind it could not be confirmed against the statute, so I report it as a practice, not as a settled right. In Italy, there is no national funding, but two regions fund social freezing for residents with income limits: Puglia since December 2024 and Tuscany since September 2026. Several other Italian regions have proposals only. In Hungary, social freezing is also offered at state IVF clinics, but you still pay for it yourself, including the medication.

So the practical rule is simple. If your reason is medical, ask your insurance before you book anything, because the conditions are strict. If your reason is social, plan to pay yourself, and look at the storage terms as carefully as at the price of the freezing.

How to Check the Rules Before You Freeze Your Eggs

You do not need to read the law of every country. You need to ask the right questions, and you need the answers before you pay for anything. Ask the clinic, and where you can, check the answer against the official source of the country. The questions below follow the two steps of this article: keeping your eggs, and using them.

Questions to Ask About Storage and Renewal

Start with the category. Ask whether your case is filed as social freezing or as a medical case, because storage rules, funding and sometimes the extension depend on it. In Switzerland, for example, a medical reason matters only when you want to extend storage beyond the default limit. In Turkey and in Poland, a clinic that sells you social freezing may in fact be using a medical route.

Then ask about time. How long can the eggs be stored, is the limit counted in years or tied to your age, and can it be extended? A limit of five years plus five is a different product than storage until you turn 46, or no limit at all. Ask what happens at the end: who decides, how much notice you get before the eggs are destroyed, and whether consent has to be renewed. In the UK, consent is renewed every 10 years. In Iceland, you get six months of written notice before destruction. In Turkey, consent is renewed every year in person.

Next, ask about money and the contract. What does the clinic charge for storage each year, who sets the fee, and what happens to your eggs if you stop paying or if the clinic closes? In several countries the law says nothing about this, so the contract is the only protection you have. Ask whether the eggs can be moved to another clinic or another country, and what that costs.

Finally, ask whether a reform is planned. Spain, Switzerland, Austria and Poland all have changes on the table or in progress, so a rule you read today may not apply when you come back.

Questions to Ask About Using Your Eggs Later

The second set of questions matters even more, because this is where plans fail.

Ask first where you want to use the eggs. The country where you freeze and the country where you are treated do not have to be the same, and the rules of the second one count. Check whether that country allows treatment for your situation: whether you need to be married or in a partnership, whether single women are treated, whether same-sex couples are treated. A single woman can freeze in Switzerland, but she cannot use the eggs there. The reverse can also happen. Spain, Portugal and Finland open treatment to single women, and Iceland explicitly opens donor-sperm treatment to them.

Ask about age. Most countries do not give an upper limit for the freezing itself, but treatment has its own ceiling: 47 in Belgium, 48 in Malta, 54 in Greece with permission above 50. If your plan puts you above that age when you come back, the answer may be no, however good your eggs still are.

Ask whether the clinic abroad accepts eggs that were frozen elsewhere, and what documents it needs. Ask whether you will need donor sperm, and whether that is available to you in that country. And ask about funding. For non-medical freezing you pay yourself in almost every country, but a few regions and one country (the Republic of Cyprus) have subsidies, so it is worth one question.

If a clinic cannot answer these questions clearly, that is information too.

Social Freezing Laws in Europe, Frequently Asked Questions

Which European countries allow social egg freezing?

Many do, but in different ways. Denmark and Norway store eggs until the woman turns 46, the UK allows up to 55 years and Iceland up to 50 years. The clinic that stores your eggs organises the transport, usually with a specialist courier, and the eggs travel frozen in a container made for biological material. The clinic abroad has to be licensed or accredited and has to accept eggs that were frozen somewhere else. Both countries have their own import and export rules, and the clinic may charge for the service. The storage limit can change too: for eggs leaving the UK, the HFEA states that the storage length depends on the laws of the destination country.
